Some of these docs do refer to "still living" docs that develop certain surgical procedures that haven't been recorded in the permanent annals of medicine.

jmho--i would have blanked it since there's no such thing as "concha bullitis." concha bullosa is a condition, not anatomy, so it can't have -itis added to it. this dictator needs to review their medical training... perhaps it's a concha bullosa with mucocele or pyocele, but you can't guess, so blank it.

These are not proper nouns/names..........it would only be a proper noun/name if the hospital name precedes it.....i.e., St. Mary's Dept of Cardiology and/or St. Mary's Infectious Disease Department, or a name like....John Doe's Dept of Cardiology etc., etc.
Unless, of course, your client wants these things capitalized...but even if your client wants them capitalized, without a proper name preceding the departments, your client would be incorrect, but again one gives the client(s) what they want.
