Subject: I don't think it's an either or.

Mucus is a noun.
Mucous is an adjective.

This is plain old 8th grade grammar. A noun is a person, place, or thing. An adjective is a word that describes a noun. In a sentence using mucous plug, mucous is describing the plug. Like cork plug, cement plug, gum plug, dyke plug.

Plug is the noun. An adjective describes the noun. Does anyone need to borrow my Schoolhouse Grammar Rock series?
