They don't aid bleeding, they control bleeders, so either the dictator isn't listening to himself and misspoke or for some other reason it didn't record right IMO.

or even itchy legs. Unfortunately it is possible he is quoting the patient's description. If you are sure, I'd do it as you have it, with the quotes. If you aren't sure, then I'd blank it.
