In a missed abortion, it sounds like he is saying 'without any evidence of fetal cord activity', or maybe connectivity, but it's a really mushy voice.

...patient taken back to the operating room, at which time they hooked up the fetal scapley to the monitor and noticed it was at 120s, but then continued to decelerate.....
This is a c-section for a baby with deceleration bradycardia and arrest of descent.
