a plumber can pursue a master's license...that is a master PLUMBER's license which is required in all states that I know of for a plumber to own and operate a plumbing company.  I think Joe, in his 40s might be running a little late in pursuing his master plumber's license if he is very ambitious.  My son is a MASTER plumber and is trying to save enough to open his own plumbing business.  Not an easy task.

As for taxing businesses...1)  Obama doesn't propose to tax those making less than $250,000 (probably most small businesses).  And 2)  What do you think?  If he taxes those making over $250,000, they're just going to pass it on to the consumer anyway so what's the big deal about them "going out of business, laying people off, etc."  The big drain is sending jobs out of this country.
