Why?

Why are cities, counties and states coming up with "strange new taxes on almost everything" (see link below), despite all the money that's been thrown at them from the fed?
The answer is that almost all of this money is tied to certain social programs and has so many strings attached that it's not matched up with what individual communities and states need. What's even more atrocious is that when a governor says his state cannot use some or all of the money, he's now being told that he WILL take it and he WILL implement the social programs.
In case any of us have forgotten our civics, we are supposed to live in a republic where the states have all power not specifically granted to the federal government under the very strict terms of the Constitution. This is the most fundamental principle of federalism. President Pelosi and her boytoy are trampling all over any notion of federalism, and in doing so they are making it painfully transparent that the stimulus isn't just about aid to the states. It's about implementing their socialist, way-way-way-far-to-the-left programs, and they're simply taking advantage of the crisis to ram them through. As Rahm Emanuel said, "You never want to waste a good crisis".
