Why?

Does anyone know how the most unpopular American President got not only the whole congress to agree to the Bailout in record time, but the whole world to agree?  The Congress gave Bush more trouble than the European Union, who agrees on nothing!  What are they saying in these meetings that makes the whole world agree to follow Bush, when they would not follow him into Iraq?  What is going on?
