the mentally ill? Our state has 1 residential hospital for this for the entire state. It runs at 25% to 30% over capacity. All the rest were closed in the 80s and those people turned out to the streets. There is nowhere here for them to go.

You can't put them in prisons here because they are so full that the judges are releasing people ROR because there is nowhere to put them either.
