When, and can we really do that

I used to think that our votes counted for something and mattered. I used to believe that we the people were the ones that had a say in who was elected, but in the recent years I've come to doubt that. What I see is people with a lot of money (the wealthiest of the wealthy) backing who they want in office and they seem to always put in who they want. If people like Soros and the other wealthiest pay big money to ensure these people are put in office (some donating hundreds of thousands - even though they say there is a limit we all know they pay more) how can I believe that "the people's" votes count. I look at past elections and see where clearly the people voted for a certain candidate and just the opposite (the one with more money backing him/her) wins. I've lost faith in the whole political scene.
If our votes truly do count and you said we can vote them out, when? Election after election after election they seem to stay in.
Meanwhile until then, they can do a lot of damage, acquire more wealth, and step all over us pretending they care about "the Americans", while they hold themselves above us.
