Simply, I would give homeowners vouchers towards a portion of their mortgage and when they pay that to the banks then the banks will then in turn get the money.
My problem is that all these banks are getting all this "bail out" money and we aren't seeing a dime of it. Why not let it filter through homeowners first? At least we all get some immediate relief then!
