9/11 certainly happened on GW's watch. But the whole 8-year set-up for it was Clinton's baby. First World Trade Towers bombing, USS Cole, embassy bombings around the world, etc. His failure to respond to these attacks led to the perception we were weak and pinned a bit 'kick me' sign on our collective butt. Those who say Obama inherited a mess....exactly what did Bush inherit from Clinton, a rose garden?
