Washington -- House Republicans, after weeks of negotiations, narrowly passed a budget bill early Friday to cut $50 billion from Medicaid, food stamps, student loans and other programs over the complaints of Democrats that Congress is squeezing students, the elderly and the poor to pay for tax cuts for the rich. The House approved the bill 217-215, after GOP leaders agreed to demands from moderate Republicans to jettison a measure to drill in the Arctic National Wildlife Refuge in Alaska and to slightly reduce proposed cuts to food stamps. Still, the vote was so politically sensitive that House leaders didn't begin debate until 10 p.m. Thursday and didn't pass the measure until nearly 2 a.m. -- when most news reporters gone and only a few C-SPAN junkies could witness the fiery floor action. No Democrats voted for the bill, and 14 Republicans opposed it. House Democratic leader Nancy Pelosi of San Francisco said in a floor speech that cutting money for Medicaid, child support enforcement and foster care as the House prepares to vote on $70 billion in tax cuts was a sin. Republicans are launching an attack on America's children, on America's families, Pelosi said. They are also launching an attack on America's middle class, all of this to give tax cuts to the wealthiest people in our country. But House Speaker Dennis Hastert, R-Ill., responded that the proposed cuts were needed to rein in the growth of federal spending on health care and other programs. Medicaid is growing at a 7.3 percent growth rate per year, Hastert said. It has been growing for years. Is there a better way to do it? Is there a more efficient way to do it? Should we find some reforms to make it better? Yes, we should. The House bill also would split the Ninth Circuit Court of Appeals in San Francisco, a goal of conservatives who have long complained the court is too liberal. But the breakup of the appellate court, which covers the country's Western region including federal cases that arise in California, is not part of the Senate budget bill. Sen. Dianne Feinstein, D-Calif., and senior members of the Senate Judiciary Committee are seeking to strip it from the final package. The battle over the budget reconciliation bill now moves to a joint House-Senate conference committee, where lawmakers will have to make several critical decisions, including: -- Will the final budget bill allow oil drilling in the Arctic National Wildlife Refuge? The Senate version would allow drilling, but a group of House Republican moderates has pledged to oppose any final bill that would open the Alaskan wildlife refuge for development. -- How deeply will lawmakers cut student loans? The House bill would cut student loan programs by $14.3 billion, while the Senate version cuts them by $8.8 billion. The Congressional Budget Office has estimated the House bill would cause a typical college student with the average of $17,000 in student loans to pay an additional $5,800 in interest and fees over the length of the loans. -- Will some legal immigrants lose their food stamps? The House bill would cut off 220,000 people from food stamps by allowing legal immigrants to qualify for the food aid after seven years, instead of the current five years. The Senate bill does not cut food stamps, and moderate lawmakers are urging that it be dropped from the final budget package. -- How will the cuts affect Medicaid recipients? The House bill calls for $11.4 billion in cuts to Medicaid, while the Senate bill trims spending by only $4.3 billion. The House bill also would allow co-payments to rise over time with inflation and would deny Medicaid nursing home benefits to people with $750,000 in home equity. -- Will child support enforcement be cut? The House bill would slash funding for child support enforcement by $4.9 billion. The Senate did not include any cuts to child support enforcement. -- Will Medicare be cut? The Senate voted to eliminate $5.4 billion in subsidies for some regional insurance companies that agreed to participate in President Bush's Medicare prescription drug program. The House bill does not cut the subsidies. Congress watchers expect that lawmakers are likely to split the difference between the House's $50 billion in cuts over five years and the Senate's $35 billion in trims. But the negotiations will be difficult for GOP leaders. Conservatives, especially in the House, have been pushing for deeper cuts. Republican moderates plan to lobby to restore funding for some programs. House Republicans argue the heated rhetoric over the budget bill's effects is overblown because many cuts are simply limiting the growth rate of certain federal programs. For example, the proposed cuts to Medicaid would lower the annual growth rate in spending on the program from 7.3 percent to 7 percent. But Democrats complained the cuts hit the wrong targets, including students struggling to pay for college. The Congressional Budget Office estimates the bill would increase costs to students and families by $8 billion, including nearly $5.5 billion in costs when students consolidate loans. If he truly had people around him that cared about this country, they would have informed him to let the banks fail, that there were plenty of strong ones out there and he should just let the chips fall where they may. They were selling houses to anyone who would sign on the dotted line - they did not give a fig whether or not you could afford it. They then boxed up a pile of these mortgages and sold them to other banks or mortgage companies with the premise - here's a box of rocks, there's gotta be a diamond in there somewhere. They WANTED these mortgages to fail. The housing market was booming - take the down payment, pass the mortgage around - foreclose on hapless patsies - and resell the house. They were MAKING MONEY OFF OF DOING THIS!!! But, they got greedy, and that box held all rocks and no diamonds. They screwed themselves as well as the American people who fell for this sham. They had better come up with a plan that includes not big pay days for CEOs, etc. I was watching The View and Whoppi said they need to include something for the people, like wiping out half of the mortgages so the actual people who will benefit the economy, i.e. us because we spend money here in the U.S. can get back on our feets and go out and put some money back in the economy and not have to worry about losing a home, etc. I totally agree with that, but I can pretty much guarantee that will not happen. Been a loyal customer, same bank for 30 years, yada, yada. Always make my payments, often in full, and other times way over the minimum. Never late, my checks don't bounce. So they raise my finance charges from 9% to 29% in one fell swoop! Needless to say, that's it for me. I cleaned out my bank savings (which was only earning about .02% interest), and paid off the Mastercard with it. Will close the account. Now that there are checking account debit-cards, who needs the charge card? Plus it'll keep me from spending more than I have. In a dire emergency, I can always siphon a little out of my money market (which still earns something like 4-5% interest) to pay for emergencies in FULL, without running up credit card fees. So, there goes part of the banks' income! If all of us rearranged our finances in such a way that we pay NO fees or finance charges, maybe the banks would have to find an HONEST way to make a profit. Wouldn't THAT be a revelation. What are some things that you and/or your family are giving up due to the high price of gas and now the rise in food prices? My family - just me and my husband now - buy 2 large packs of water at Sam's every 2 weeks and drink this, sometimes getting some crystal light or something to put in it. We eat a meal once a week and that's it. Needless to say - we are both losing weight. But to fill up his truck - that's $100 a week - even though he only works 3 days a week now - and I work at home - so I only go out twice a month - to a dr. appointment and then the second time to get the water. I'm giving up It is so hard to have a positive outlook on society anymore. I think I should have been born about 100 years ago. This country has no more morals, all people care about is political correctness and not stepping on anyone's toes. The God of this nation has been pushed out, and people want to know why kids are shooting each other. We have become so pompous we think we can take care of ourselves. I want to live in a time when women respected their bodies and didn't just give it up to anyone. Where rapist were few and far between because they would be hanged if caught. They couldn't wiggle their way out of the judicial system on a technicality. Where we didn't need welfare because neighbor helped neighbor and everyone worked hard and worked together. Where there wasn't an obesity problem because kids played outside from after school until "the street lamp came on". Where people knew God and had a relationship with him. Where "love thy neighbor" was not just a commandment, but an action. At 22 years old, I wonder if there will be an USA when I'm 40? Is it possible for our nation to survive at the rapid rate of decline we are experiencing for 18 more years? I used to pray to Jesus to wait to come, knowing it was selfish, because I knew so many people who didn't know his love and were not saved, including my own parents, and it killed me to think that we may be separated eternally because of that. Now I just can't help but to pray that He comes soon. All these movies about a post apocalyptic United States don't seem so far fetched now, minus all the zombies that is. We have to wake up. We need to fall to our knees and beg God for forgiveness and beg him to come back to our nation. If you don't believe in Him or want to scoff at me for saying this, I am so sorry.
