She may not have asked for it, she just took it. They reported they told her to buy 6 suits - not $150,000 worth of clothes, luggage. And I don't think clothing for her family was probably ever mentioned as acceptable expenses...
She may be "thrifty" with her own money, but she sure did not mind spending somebody else's money.
And obviously, even her own party does not think she was supposed to feel entitled to spend that much since they have a team investigating to find out what happened to everything.
