According to you, blacks, regardless of opportunities, want to commit crimes and whites don't?  Wow.  Now that's what I call not only racist but ignorant as well.

Has it ever occurred to you that some kids have to choose to sell drugs to feed their families?  I can guarantee that no kid wants to be poor, and I'm pretty sure that most don't have a say in it when they arrive.  Have you ever thought that maybe, just maybe these kids see more support coming from gangs than they do their parents or their government, and that those gangs provide food, shelter and security? 

Kids are kids -- regardless of color!!!  They all have the same hopes and dreams.  How many kids have you heard say, when I grow up I want to be a prostitute, a drug addict, an alcoholic, a gang member?

You need to move.  I'm sure your community would appreciate it.
