in place? I have no idea. Maybe it's just not being inforced? I would actually go tougher than just fining them, I would take away their business licenses. Fining some of these guys doesn't do any good because it winds up being less than what they save by hiring illegals. Granted, that means those jobs disappear, but when one business goes down it just makes room for another to grow.
