Is what we call here a storm cellar which is used during tornados. My cousin has one at his house and it is much as you have described it. Are the walls of the room metal? If so, it might be a fallout shelter left over from the Cold War days. Either way, it could be very useful.
Yep... Can run a trot line, skin a buck, pick shot out of a squirrel, and cook up a mean pot of greens. We do need to be prepared for the worst. If it gets bad, we'll be okay, and if it doesn't, we will still be okay.
