I think they don't so much believe in the

practice of that law so much as conveniently using it to try to gain sympathy for their cheating ways. 

I can't wait to hear what Stephen Colbert has to say on this.  He is a South Carolinian and the other night he made himself stand-in governor!  Oh, what a heyday for all the nighttime comedians!!
