The stimulus should start at the bottom, not the top.
As for the recovery package, yes, it will stop foreclosures, but what about people who are barely squeaking by? Those who only need one minor disaster, sickness, accident, etc to lose everything?
I don't agree with just giving money away, but some people out there need some help BEFORE things get drastic.
Like I said, start at the bottom. It will work it's way up that way. By the time the stimulus works its way down, to many hard working, honest, frugal people will be out on their butts because of things that are beyond their control. And those companies and projects that are receiving the stimulus aren't looking to revive us immediately, they are going to take care of themselves first!
