I don't remember hearing of any such provision. This sounds pretty much like rumor to me. I do not believe that Bush will pick on anybody else during the rest of his term. We just don't have the military to do it, unless of course, he moves them out of Iraq, which I don't see him doing because he is like a dog with a bone. Otherwise, he would have to institute a draft, and I don't see that likely either. Regardless of what Bush would like to do, I just cannot believe that Congress would make the same mistake twice.
