"M" has a good point.  I do think it might serve as a deterrent; however, there may be another benefit as well.  If they are buying hamburger instead of steak, that cuts the cost of the amount of money needed to provide for a family, thereby also either cutting the cost for taxpayers or allowing that money to be stretched to cover more families.  I grew up on beans, rice, meatloaf -- or anything else that was cheap.  I see absolutely nothing wrong with that so long as the nutritional value is upheld.
