So far, I've been able to find three of these "presidential directives," all seeming to address the same issue: HSPD-21, HSPD-20 and NSPD 51.

I wonder how many more of these "presidential directives" exist and whether any of them actually spell out a date certain that he will implement martial law. (Or perhaps there's one of his famous "signing statements" somewhere that we're not aware of.)

Either way, why are there THREE (at least) of these?
