Washington -- House Republicans, after weeks of negotiations, narrowly passed a budget bill early Friday to cut $50 billion from Medicaid, food stamps, student loans and other programs over the complaints of Democrats that Congress is squeezing students, the elderly and the poor to pay for tax cuts for the rich. The House approved the bill 217-215, after GOP leaders agreed to demands from moderate Republicans to jettison a measure to drill in the Arctic National Wildlife Refuge in Alaska and to slightly reduce proposed cuts to food stamps. Still, the vote was so politically sensitive that House leaders didn't begin debate until 10 p.m. Thursday and didn't pass the measure until nearly 2 a.m. -- when most news reporters gone and only a few C-SPAN junkies could witness the fiery floor action. No Democrats voted for the bill, and 14 Republicans opposed it. House Democratic leader Nancy Pelosi of San Francisco said in a floor speech that cutting money for Medicaid, child support enforcement and foster care as the House prepares to vote on $70 billion in tax cuts was a sin. Republicans are launching an attack on America's children, on America's families, Pelosi said. They are also launching an attack on America's middle class, all of this to give tax cuts to the wealthiest people in our country. But House Speaker Dennis Hastert, R-Ill., responded that the proposed cuts were needed to rein in the growth of federal spending on health care and other programs. Medicaid is growing at a 7.3 percent growth rate per year, Hastert said. It has been growing for years. Is there a better way to do it? Is there a more efficient way to do it? Should we find some reforms to make it better? Yes, we should. The House bill also would split the Ninth Circuit Court of Appeals in San Francisco, a goal of conservatives who have long complained the court is too liberal. But the breakup of the appellate court, which covers the country's Western region including federal cases that arise in California, is not part of the Senate budget bill. Sen. Dianne Feinstein, D-Calif., and senior members of the Senate Judiciary Committee are seeking to strip it from the final package. The battle over the budget reconciliation bill now moves to a joint House-Senate conference committee, where lawmakers will have to make several critical decisions, including: -- Will the final budget bill allow oil drilling in the Arctic National Wildlife Refuge? The Senate version would allow drilling, but a group of House Republican moderates has pledged to oppose any final bill that would open the Alaskan wildlife refuge for development. -- How deeply will lawmakers cut student loans? The House bill would cut student loan programs by $14.3 billion, while the Senate version cuts them by $8.8 billion. The Congressional Budget Office has estimated the House bill would cause a typical college student with the average of $17,000 in student loans to pay an additional $5,800 in interest and fees over the length of the loans. -- Will some legal immigrants lose their food stamps? The House bill would cut off 220,000 people from food stamps by allowing legal immigrants to qualify for the food aid after seven years, instead of the current five years. The Senate bill does not cut food stamps, and moderate lawmakers are urging that it be dropped from the final budget package. -- How will the cuts affect Medicaid recipients? The House bill calls for $11.4 billion in cuts to Medicaid, while the Senate bill trims spending by only $4.3 billion. The House bill also would allow co-payments to rise over time with inflation and would deny Medicaid nursing home benefits to people with $750,000 in home equity. -- Will child support enforcement be cut? The House bill would slash funding for child support enforcement by $4.9 billion. The Senate did not include any cuts to child support enforcement. -- Will Medicare be cut? The Senate voted to eliminate $5.4 billion in subsidies for some regional insurance companies that agreed to participate in President Bush's Medicare prescription drug program. The House bill does not cut the subsidies. Congress watchers expect that lawmakers are likely to split the difference between the House's $50 billion in cuts over five years and the Senate's $35 billion in trims. But the negotiations will be difficult for GOP leaders. Conservatives, especially in the House, have been pushing for deeper cuts. Republican moderates plan to lobby to restore funding for some programs. House Republicans argue the heated rhetoric over the budget bill's effects is overblown because many cuts are simply limiting the growth rate of certain federal programs. For example, the proposed cuts to Medicaid would lower the annual growth rate in spending on the program from 7.3 percent to 7 percent. But Democrats complained the cuts hit the wrong targets, including students struggling to pay for college. The Congressional Budget Office estimates the bill would increase costs to students and families by $8 billion, including nearly $5.5 billion in costs when students consolidate loans. "A girl with very liberal political views came home from college to visit her parents, who were very conservative. She started to discuss politics with her father, even though they always disagreed. Her dad, deciding to change the subject, asked her how she was doing in school. She replied that she was doing great and carrying a 4.0 gpa, but she didn't have much time to socialize because she was studying so much. The dad then asked how her friend from high school was doing. The daughter replied that her friend wasn't doing very well - she went to parties all the time, never studied and hardly ever went to class. She was carrying a 3.5 gpa. The dad said that maybe she could go to the Dean of the college and ask him to give her friend 0.5 points of her gpa - that way, they would both have a 3.5 gpa and they would be equal. The daughter was very upset by this suggestion, as she had worked very hard and given up a lot in order to have such good grades and that it would not be fair for her to give her friend her points when she had done nothing to earn them. She and her husband are going to quit their jobs... she is going to have another baby... they are going to live on government assistance.... My sister and the BIL decided to move into the parents' place after the parents passed on. There was some (a lot of) rehab work to be done. So she and I were patching and painting in the living room. BIL was working on cabinets in the kitchen. Sis and I were having a good time and laughing in there. Playing music, dancing and carrying on, but actually accomplishing what we needed to do. BIL actually came in and YELLED at us for having 'too much fun.' I believe he must have thought we were laughing at him. (Which actually we had not been, until he came in and made an absolute doofus of himself. After which we could hardly keep a straight face.) Nope, he really never did not fit in. Fortunately, the humor gene was passed on to their daughter; must have been X chromosome linked. Correction -- *College* (nm) // Electoral College........ If you really knew what you were talking about, you wouldn't even have kicked your point down by saying anything about the electoral collge. The electoral college really is illegal and unconstitutional and there is no place for it in this country. It is mainly far left liberals who only look at for themselvs and could care less about the country as a whole. What a joke!! the electoral college I don't really know what people would want but I do know that the final decision on presidency rests with the electoral college, which vote will not take place until december 15th. The whole issue is designed to influence the votes of the electors so all remains to be seen after the SC today and the electoral vote on 12/15. Getting rid of the electorial college....sm or at least rewriting it is one of Obama's plans for his presidency. Perhaps his brilliant idea to beef up the registered voters in electorial-rich states will be his research market study to sell the idea to Congress and to the American people. I don't think the electorial college is the ideal method of determining presidency as it stands now, but I am not sure what the answer needs to be. Popular vote would probably net the same results, a few more densly populous states determining the outcome of the presidency, but it does seem more representative of what the people want than some calculated system such as the electorial college. Electoral college.... sm What do you think will happen on December 15 when the electoral college convenes? Do you think that Obama has succeeded in changing the color of the electoral college permanently or at least for this election? Do you think the electors will stand by their votes or do you think some who changed over might revert back? electoral college? Also, after the first round of tax cuts, my federal income tax went down by about $100, and I was making, good grief, about 15k a year at that time? Guess I was one of the lucky rich who got a tax cut. Uh huh. And when was the last time you went to a POOR guy looking for a job?? AMEN SISTER! nm nm This is what my sister told me We grew up Methodist (12 years of church/sunday school in a Methodist parish). A few years back she became mormon and she was into baptizing every single person in our family (and her friends) who had died. This is what she told me. - By baptizing them they now can enter into ? (wherever the mormons go) because they weren't aware of the religion when they were alive, and now they are safe. We argued and argued about it. She even had the nerve to tell me after my mom died that my mom had expressed wishes to become involved in the mormon religion, but didn't get to before she died. So now she is okay now that she has been baptized. I told her that's funny because I was just visiting mom (who lives on the other side of the states) the week before she died and I had rosary beads that were blessed by a priest (although I'm not catholic - got them from a priest on the plane), and my mom was holding them and wanted to say that prayer of Mary - forge the name - Hail Mary full of grace, etc, etc., and she also asked for a Priest to say the last rites prayer when she was in the hospital. Sis was not real happy that I called for a Priest for my mom. Anyway...I don't want to make this a religious discussion cos that's for a different board, but just telling you how my sister explained it. I too still don't get it. I think it's more of a "feel good" thing for them. The person is long since gone and gone on to whatever realm they go to after they leave and I don't think there are different religions where they go - which btw she has already told me once I pass that because I'm not a mormon I will be on the same level with Charles Manson, Jefrey Dahmer, etc. But if I become mormon I will be elevated up to the next level. No offense to anyone on this board (I actually attended mormon services for a year when I was in the service), but it's just too "out there" for me and goes against everything I believe in, but so do all of the religions. Amen, sister! He is doing an outstanding job because he is intelligent. Nobody can refute that, though they try by painting untruths as if they are credible facts. Then maybe that college educated voter......... sm might like to test that theory by working a season or two in the redneck farmer's fields. I live in an area where there are a lot of immigrant workers. The truth of the matter is that farmers really cannot afford to pay a wage high enough to be able to afford even a modest apartment, let alone buy food and pay utilities. I live right down the road from a poultry farm which employs a family of Mexican immigrants. The farmer, while making a fairly decent living (at least until Pilgrim's filed bankruptcy) provides a mobile home for the family to live in, pays utilities on said home and also pays the family wages to work on his poultry farm. No doubt this family recieves Medicaid and food stamps as well and the children probably get free lunches at school. It is very hard, if not impossible, to get Americans to work these kinds of jobs. I'm not condoning illegal immigrants, but if legal immigrants will do the job, then why not hire them? I agree with doing away with the electoral college.... it would certainly level the playing field and not give the bulk of the votes to the population centers. One only has to look at red states vs blue states to figure that one out.
