I was under the impression he wanted to tax the employers who do NOT provide healthcare, thereby leaving their employees to sign up to the single payer or whatever system is in place. At the moment, I think it's probably premature to fixate on any one thing since there are a bunch of options on the table and they're all just a bunch of boolean type statements.
