Okay, let's take my step-daughter for an example.  She wasn't my step-daughter until about 10 years ago.  Her mother, who she lived with for about 9 of those 10 years, helps pay nothing (and yes she received child support above and beyond the required amount -- without a court order).  She is now 24 years old, works full time and takes whatever overtime she can get.  She is trying to go to college and cannot afford tuition.  I pay for as much as I can, but it's still not enough to cover all expenses.  She was just approved for a government grant.  Does she deserve that money?  Keep in mind, government grants are a "give away" and not a loan.
