I think this may be an Indian concept. It refers to a school which trains individuals specifically for one employer, I believe. It provides "staffing" for the employer, in other words. A school that provides trained staff members.
We don't see this much in the United States, where there may be more of a belief that an individual should be trained in such a way that they can work for any employer.
