Headhunters are basically employment agencies. They keep a file of people who have marketable skills and who might want a new job. They often "pre-screen" the employee and may do testing, so that the future employer has less work to do and less risk. The employer doesn't have to do all the advertising and whatnot associated with finding a new employee.
When an employer needs someone, they might first inquire with the employment agency. If the employment agency thinks you fit the bill, they'll send you out for an interview.
One thing you need to get straight is who pays for their services. Usually, it is the employer who pays. Or, it should be, because it is very risky for the employee to pay.
Find out if there are any strings attached to the arrangement. For instance, what happens if you hate the job? Do YOU have to pay back the fee the employer paid to the agency? If you paid the fee yourself, what happens if you find the employer is unsuitable, misrepresented the job, or something else? Do you get a refund?
