The only thing I can tell you is to keep trying. I sent out over 50 resumes to various companies, and tested, tested, tested. If the company offers a test on their website, TAKE IT!!!! I was hired before I finished school working for a national company doing acute care transcription. I got the job because I took their test and aced it. I know that it is very frustrating, but you can't give up. You just have to keep sending out those resumes and keep testing, and you will get an offer. After I got offered my current job, I got several more offers. You know what they say, when it rains, it pours!
