my c-phone (which I haven't been using recently) has 4 as slow down and #4 as hang up ... (fwiw, 2 is repeat annotate, 3 is shift, and 6 is speed up for that client) ... which as I recall was quite different from how it had been programmed the previous job I used it for.
If you don't use *4 for enterprise at all ... I don't see why it couldn't be programmed ...
Alternatively, you could go through all of the phone keys both plain and * and see if some other key combo slows you down in DVI ... writing out a "key" to record the effect ... while DVI of the various keys. It's possible that the slow-down command is there but using some other key-combo. (you will disconnect, hang up etc. so don't do it on a "real" job that can't be "lost")
(I confess that I didn't think dictaphone and DVI were compatible but the last time I dealt with DVI was more than 8 years ago and my C-phone is older than that. I used to have to reprogram my c-phone often before I got a second UPS)

Wouldn't the method described here conflict with initials in names? That's the first conflict I see.
