If you are concerned, go ahead call.  Be nice on the phone, but let them know you are concerned about the technologist mentioning not seeing the right vertebral artery and you don't mean to be a pest, but could that be important?  They get calls like this all the time, and one of the nurses at his doctor's office may be able to put you at ease very quickly. 


I don't think it would be right for an MT to speculate what a particular finding means.  I can say that where I work doing radiology, any urgent findings are immediately called to the referring physician. 


In general (and not in particular to this type of study), a missing anatomical part on a scan might be a normal variant or might be hard to see because of patient's particular body size/shape, or maybe the tech is just new.  But you shouldn't worry yourself sick - call.  If they can't tell you over the phone, maybe they will call your father sooner.
