try this

it is hard to tell from your post what is happening but i THINK you want your links arranged in a certain order on your toolbar.  go to the site you want and in your address bar (the box at the top that starts with http or https) click and drag that to your links bar wherever you want it.  if it cannot go in a spot, there should be a circle with a slash through it...where it CAN be placed, your cursor will turn into a vertical line and then just unclick at that point.

* horizontal on the left * does not make sense, if you mean vertical on the left, is that how you want it?  most people have their links at the top, horizontal. and get the bar vertical by mistake, which can be corrected also.
