Do you know your history? How is it that the poor Irish and Italians from NY and similar places managed to get out of their slums? You want to know what real poverty was all about, read up on it.
That said, the mayor and governor of NO should have taken control of the situation well in advance by doing a mass bus exodus from strategically placed street corners. People can walk to street corners, can't they. The cops should have been going door to door forcing people out of their homes. And the Superdome should have been stockpiled with enough food and water to last several weeks, which it obvious was not because two days after the storm people were saying they had nothing to eat or drink for two days.
It's so much easier for the mayor and/or governor to point the finger of blame at FEMA. That way, they don't have to take responsibility for anything.

Thankfully, in my community we DO watch out for the neighbors. Don't spend all day gawking at their business but we do notice strangers, strange cars and have no qualms with calling the dispatcher if something seems out of sync. You don't have to call 911 just the dispatcher.
Now see THATs when I'd be calling the cops

if they even came. Impossible to prove, too. They pretty much say, "call us if they actually break in."
(haha... years ago, when I was a kid, our across-the-street crazy neighbor went off the deep end and was walking around on his front lawn swearing and waving a rifle. He shot at our house a couple of times, even hit it. My mom called the police, and they said, "Call us back if he actually shoots someone."
