I believe they get the account and then subcontract to someone else to do the work. They get paid for the account, and they pay you a lesser rate to do the work. For instance, they secure an account and get paid say 10 cents a line, they subcontract to you to do the work and pay you 8 cents a line. just an example. I think that is what they mean.
