I definately think birds would benefit by being allowed out of their cage.  And as far as birds going to the bathroom in the cage,,,, you get a bird knowing that will be the situation.  Also, bird papers won't stink up a house like a dog going to the bathroom inside will.  People don't let their cats out because it is impossilbe to confine them in a back yard so they don't get hit by a car, etc.  There are systems for training a dog to use a litter box.  I have no problem with that and I have no real proble with potty pads.  The situation here is, though, the dog is NOT using the potty pads.  If you are getting new carpet, this poor pooch had better start packing his bags, his days are numbered.
