Years ago there were specific criteria for this having to do with such things as type of anesthesia, whether there was an incision involved, type of entry and so forth. One general guideline was whether or not it was "invasive" (too vague for me). Some procedures done under local involve incisions and some done under general do not. Those criteria do not seem to apply any more (for example LASER treatments and the like). All procedures are not strictly diagnostic and some surgeries are...or are they?
