I have seen situations where I felt the doc was being cold or clueless, but then I would find that there was more to the situation than I knew about--the whole picture. It's nice of you to worry about her. ~:-D

Around here, you SIT on mom's chair and you die a slow and PAINFUL death! I gotta have the monitor right in front of me and my chair exactly positioned in front of the monitor. Lotion before I start, always. I laughed...back scratcher? A MUST. Kleenex? A MUST. I like old movies in the background while I work, but this week I have not even turned on the tube.
I gotta have Q-tips for MT's ear which I always seem to have.

When MTs consistently don't make their quota, the company isn't earning as much from your work either and so they have less funds to pay for their half of your insurance.
Putting a quota on production to qualify for insurance makes sure they are earning enough to pay their part of the MTs insurance premium. That's why it is structured like that. Most companies do all they can to give you opportunities to make quota but when it is consistently below, then it starts costing them as well and so they have to make adjustments in the form of dropping insurance privileges.
