dog itching

My dog has these problems too! He is a shitzu and has never had problems until last year at age 9. We have had him on steroids, antibiotics, steroids again, etc. I am even trying a detoxification process through herbal remedies. They want to test him for allergies next. They did not diagnose him with hot spots per say but he is itchy between the legs, by the groin, under the arms, up the neck, on the paws, below the eyes, and the ears. I bathe him regularly. It has been diagnosed as a bacterial skin infection and then yeast, three doctors later, they still are not sure. They tested him for hypothyroidism and said it was high normal and then did a more specific test and said it was contradicting but to try him on a thyroid medication for awhile. Much money later...still at a lost. What do you do to comfort your dog? What kind is he/she and how old is your dog.
