MS Word is accurate in counting lines; the problem you're having is that it counts the blank lines if you're hitting the enter/return key twice. Change the formatting for your document to create the appearance of a blank line between paragraphs. Go to Format, Paragraph and change the spacing after paragraphs to 12 pt.
