Having been through this and having researched posts similar to this on this board many times, here is your answer: (1) As an IC, you are not an employee and therefore you are not eligible to contact the labor board; (2) You are now required to send a letter of demand requesting payment within 10 business days of receipt of letter, return receipt requested/certified, and indicate you will proceed to small claims court if your payment is not received in accordance with the letter. I admit I have sent more than one 10-day demand letter when I saw they were making attempts to get loans to cover their bills. A 10-day demand letter is a legal document and word it accordingly. You can research it on Google too.
