What it sounds like is they need to have a hard drive that is accessible in the office when necessary, something that might be named like K: drive in their system. They should be talking to their IT people about this, not the transcriptionist.
A web-based program would only allow you to do part of what they're requiring anyway. The file would need to be downloaded in order to search or make changes; any changes to any documents would have to be saved and they uploaded back to the web site. Depending on what service you use, each of the uploads/downloads count as usage and if there's a lot of that, you'll end up paying more.
They need to get with their IT person for a solution!
