Still no pay! What to do?

I've posted on here before that I am having trouble getting paid for a company that I worked for back in November and got some information, but am looking for more. Someone mentioned going to the Dept of Labor and Wages, but I was not an employee (independent contractor). I've also considered filing a complaint with the Better Business Bureau, but I'm not sure if they can help me either. So, is my only option filing a claim in small claims court?? Any help is greatly appreciated.
