If you're going to be still looking for other work, you may not want to tell him "Sorry, I have no time for you" because he's going to hear "Oh, we just signed on with her for transcription."
I would stick with something nice and generic, like "Unfortunately, I cannot accommodate the needs of your practice at this time."
