Anything on a line is counted as a line.  If you transcribe a letter, the date line would be counted as one line, the "sincerely yours," would be counted as another line, and so forth.  Even if you have one word on a line, it's considered a gross line. 


A gross line is the best way to count lines as far as a MT is concerned.
