Now, this is just me.
1. Ignore the stunningly negative, resentful, and cynical banter below that has completely gone off track from your original question.
2. Decide if I preferred working at home or in the office or a mix of both. I'd weigh on paper the benefits of each.
3. Schedule an appointment with the manager and review the reasons for the frequent change in situation. I'd find out if it was due to my performance or due to other factors. In this meeting, I'd discuss whether I preferred to stay at home all the time or go into the office, and see if that could be worked out. If I were wishing to stay at home, I'd provide written support of this, such as evidence of my higher productivity working at home.
4. Try to reach an agreement as to my status, whether I'm an IC or I'm employed by them, and would bring in supporting documentation of what it means (for both them and you) to be one or the other, and get things in writing, along with a clear-cut sense of who pays for what.
5. If these things aren't possible, maybe I'd start looking around for another job, whether it was an IC or what... based on what I'd learned about myself in the process of the above.
