hiring EXCLUSIVELY from within. Many QAs quit MTing due to carpal tunnel after years of MTing, so why on earth would you make them MT again & work their way back up to QAing? They already have the experience. Oh, and if you're already an experienced QA, you don't need much training other than a basic run-down of the new procedures. It's the same as being an experienced MT & switching companies -- you don't have to be trained how to MT all over again. However, that's beside the point. The point was hiring QAs exclusively from within the MT pool.
