is management's problem, not a problem of working in an office.

wrong! she views this as a "problem"
furthermore, she has a 'gut reaction'. then she is looking for a 'rule', apparently to support her in not putting the dictation in the report. That is the only conclusion that can be logically drawn from 'looking for a rule'. Otherwise this post would not have even been made or debated. THAT is why there is strong reaction.
I complained over 6 months ago about J. sm
I was using my computer but i believe it boils down to J doesn't have a clue what he is doing. somethings he couldn't figure out and i knew exactly how to do them. i think they got him off the street holding a work for food sign maybe. he likes for you to use company computer because he doesn't know crap about fixing yours. loved the company other than J and the hatefulness/stupidness that came along with him.
Had you complained that you did not okay all this, they probably would have taken off the cost
:+
I've complained for years.
And have quit several companies because they refuse to make an attempt to do anything about it. Of course there are many Americans who are equally poor dictators (and will be throughout their 40-year careers because nobody will ever say anything to them about it).

There are things that could be done: the medical schools/hospitals could require mandatory phonetics courses until the ESLs have attained an acceptable level of language proficiency; they could require that unacceptable ESLs find their own MT who can understand what they are trying to say and discuss it with them if necessary; the hospitals could provide surrogate dictators to dictate for the basket cases or require that the ESL find his/her own surrogate dictator; etc.

Instead, the issue is normally swept under the rug and ignored by the people in a position to do something about it. I consider that negligence.
I always got up every now and then when I worked inhouse. When the manager complained, I just told
nm
