The National Response Plan requires local jurisdictions to use their own resources as first responders and when their resources have been exceeded or exhausted, then the governor's office is authorized to request federal assistance. Apparently, they didn't feed the need to follow the federal plan either, so eventually the president had to ORDER the DHS to take over!
