You are deliberately choosing to misunderstand the way our shifts work. The point I'm trying to make is that if I hire someone to cover a specific 8 hours but she stops after 6 hours, the work that comes in during the final two hours of her shift goes undone and does not meet TAT. There is no "quota", no "maximum". It is based on a period of time that must be covered because work is coming in during that time that must be done. If she leaves it undone, she is failing to meet the obligation she agreed to meet. This appears to be difficult for you to understand. So, please just continue to think I'm crazy rather than making any effort to understand; it's so much easier. I'm tired of trying to explain it to you. Right, I'm the crazy one.
