Probably because these are files that belong to Windows help files. I'm not sure why you would want to open one rather than access it via Windows help, & from what I've been reading, it would probably be a mistake to do so.
You will always be referred to a web search for an application that can read a file if Windows doesn't recognize the extension.
As for regcure, there are other, better (& free) applications to diagnose registry problems, like RegSeeker. Personally I use PC Tools RegMechanic & don't mind paying for it. But here's the link to regseeker:
