A few years ago, my in-laws had their kitchen, dining area, and livingroom completely repainted and the living/dining area recarpeted by their homeowner's insurance. The insurance covered it because it was considered bio-hazard as my FIL nearly bled to death from a surgical wound.

Surprisingly,their premiums did not go up.

Don't know about a bleach spot. I can understand blood because of the danger but... bleach? Who knows.
