It sounds like they installed those places because it was gross that the regular sinks were being used, not because it was special treatment.

And people have sued and won for being refused service based on race, etc. So I'm not sure how it works- it seems like they have the right to refuse service to anyone and they should have that right, but it shouldn't be able to be used in a discriminating way.
